How to Create a Judge in City of Heroes
How
Did you Get Your Skills?
Upon hitting the "Create Character" button, the first
thing you have to do is select your Origin. Mutation is actually
disallowed for this group since mutants would never be allowed to
become judges. The remaining choices, Technology, Natural, Science
and Magic are all allowed, though Magic would need to be justified
from a technical or scientific standpoint. It is allowed for more
variety.

What
Are You?
Now you get to choose your skill class. All options here are permitted.
What
Are Your Initial Skills?
With primary and secondary skill, all are permitted if you can justify
how it came about in your backstory that you can write on your ID
card. Examples of skills that would definitely need an explanation
would be if you chose to fight with a battle-axe or a broadsword.
The same goes for having a fiery aura, ice armor, stone armor, etc.
They are allowed, but should be justified on your ID card story.

Putting
On The Uniform
If you wish
to join the elite team of Mega-City One judges who are bringing
the law to the citizens of Paragon City, then you must adhere to
a strict dress code. No exceptions will be permitted within the
group.
All judges wear
the same base uniform, with the exception of PSI judges (mind powers)
who do not need to wear a helmet as it can interfere with their
abilities, and Med-Squad judges (healers) who have a specific uniform
of their own (more information below). Below is a table listing
all the selections you need to make during character creation, based
on the phenotype/gender you choose.
To the right
is a color table from within the Costume Creation of the game. I
have added column and row headings so that the exact colors can
be easily referenced in the table below. The codes are read horizontally,
then vertically. As an example, the selected color in the image
would be listed as (Purple 4-M).
Please note,
in order to be able to correctly select the colors for your uniform,
you must make sure that the "Copy Current Colors Across
Entire Body" shown at the body of the color chart, is
unchecked. By default it is checked and if left that way, you will
be unable to color individual pieces of the costume without affecting
the whole.

Which
Uniform Should I Choose?
Once you have
been accepted as a new member, one of the TAC Group Leaders should
instruct you on which uniform to select based upon your choices
of powers. To give you a starting point though, below are some guidelines:
- Street
Judge (link)
The majority of judges will wear the full outfit, including the
helmet. If you are not sure which category you fit into, go for
this one.
- PSI
Division (link)
The only difference between a PSI Division uniform and a Street
Judge uniform is that they usually do not wear helmets. If you
have mind powers, illusion, gravity control, etc. then you are
permitted to not wear a helmet.
- Med-Squad
(link)
Judges that wear the Med-Squad uniform will be considered primarily
as healers. You should only wear this uniform if you are taking
Empathy or if you have another way to heal/protect people and
wish to be thought of primarily as a healer

Who
Is That Judge?
Lastly, you
get to choose your name (always be Judge followed by last name,
like Judge Arabin). A battle-cry can be chosen here that you can
shout out in game by pressing F10 (default). Suitable battle-cries
are things like: "You are all under arrest, punks!"
or "I am the LAW!". Then you can write your back story.
You do not have to fill out any of these fields, other than name,
at this time, as they can be edited in game.
