Jon Arabin, was inducted into the Academy of Law at the age of 5, after reporting his parents for illegally smoking. His parents were locked away in iso-cubes and Arabin's training began.

Judge Arabin was a very promising cadet, excelling at martial arts and there were none in his class who could beat him. He put all thoughts of his criminal parents out of his mind, and there is no record of him ever having asked how they are doing, or if he could see them. He is not considered to be cold-hearted, just very dedicated to upholding the Law, and therefore has no time for those who would break it.

After 15 years of training, he was ready for his Final Street Test (FST). Unfortunately, his FST was conducted by none other than Judge Dredd himself, who is notorius for failing rookies who do not meet his high standards. Arabin was one of the few rookies that Judge Dredd actually passed.

After graduating and becoming a full Street Judge, Arabin spent a few years fighting crime and really making a name for himself. When he followed the trail of a gang of perps into the Undercity, he discovered a strange device amongst the rubble in the basement of barely standing old government building. Tek judges came to investigate, as the device was far too large to move, and after studying it, they managed to power it up. A blue oval glow appeared above the device, and they declared that this was a portal to another dimension, but they could not determine exactly which dimension.

Judge Arabin was them given command of a small task force and given orders by Chief Judge Hershey to go through the portal and investigate the other side. If lifeforms were found, they were to be introduced to Mega-City One law.

Arabin not only found lifeforms, but a huge sprawling metropolis where superheroes and supervillains seemed locked in an eternal battle. Seeing crime everywhere he looked, he decided to stick around and see that real justice was brought to the city. Judges and high security measures were set up around both sides of the portal to protect it.

Judge Arabin communicated back and forth with Mega-City One and once the Justice Department realised the huge task before him, Arabin was appointed Sector Chief of Paragon City. He is now permanently based there and new judges are occasionally sent through the portal to join him.
